The kind of home you own decides the renovation

A Hong Kong flat renovation (香港裝修) is never one-size-fits-all. Before style, before budget, before a single mood board, one question shapes what is actually possible: what kind of home is it? A subsidised-sale flat, a private estate unit, a New Territories village house and a freshly handed-over new build are four different projects, different walls you can touch, different paperwork, different timelines, different money. Get the type right and everything downstream gets easier. Get it wrong and you design a layout the building will not allow.

Here are the five categories we see, and what each one really means for your renovation.

HOS & subsidised-sale flats (居屋)

Home Ownership Scheme flats tend to share a handful of standard, repeating plans, two or three bedrooms around a compact living-dining space. That predictability is a gift: storage and flow can be planned from the first meeting. The catch is structure. A large share of HOS internal walls are load-bearing, and the kitchen and bathroom sit where the building’s plumbing risers serve them, so wet areas rarely move. The winning moves here are vertical and optical: floor-to-ceiling built-in wardrobes, a non-structural wall swapped for a glass partition to borrow light, one unified floor across the public areas to make the flat read larger, and layered lighting in place of a single ceiling fitting.

Public rental flats (公屋)

As a tenant of the Housing Authority, the rules are tighter: changes are limited to what the Estate Office permits, structural changes are off the table, and a nuisance to neighbours can put the tenancy at risk. Because you do not own the unit, the sensible spend is on durable, low-maintenance finishes that live well and leave cleanly.

Private estate flats

The most flexible category, but you are still bound by the building’s Deed of Mutual Covenant (DMC) and by the law that protects structure and shared services. You cannot remove a structural wall simply because it sits inside your unit. Small works run under the Minor Works Control System; anything structural needs an Authorised Person and a Registered Structural Engineer. This is the type where a good designer earns their keep, because the freedom is real but the constraints are quiet.

New-flat handovers (新樓)

A new flat is a baseline to build on, not a strip-out, the work is closer to fitting-out than renovation. Developers typically deliver flooring, kitchen joinery, a bathroom suite, doors, basic electrics and air-conditioning already installed, and much of your saving comes from what you keep. The first job is not design, it is a handover inspection (驗樓). Log every defect (water marks, hairline cracks, sticky doors, window seals) before you build over them, because within the developer’s defects-liability period those are the developer’s to fix. Most new-flat budgets then concentrate on custom joinery, because developer storage rarely suits a real household, and on rebuilding the kitchen and the entry foyer.

Rough new-flat rhythm: management paperwork 1–4 weeks · keys to first day on site 2–6 weeks · a fit-out 8–12 weeks (a full rework 12–20) · plus 1–2 weeks of snag-listing before you move in.

Village houses (村屋)

A New Territories village house is a different animal: a vertical home, usually three storeys linked by staircases, often with a roof and sometimes a garden. That means more area, more trades and more coordination than a same-household tower flat, and it puts waterproofing and drainage in the foundations of the brief, not the finishes. More external surface plus Hong Kong’s heavy rain means more places for water to get in, and water damage undoes finished work. Village houses also lack building-wide managed services, so water pressure across floors, drainage connections and electrical capacity all need checking at the start. Rebuilding follows its own route, a Certificate of Exemption from the District Lands Office within exempted size limits, rather than a Buildings Department approval, while internal refurbishment may need no approval at all.

Three things nearly every HK home shares

Whatever the type, three constraints turn up almost every time: tight floor area (so storage and multi-function do the heavy lifting), structural internal walls (confirmed at the site measure, never assumed), and a management regime, working hours, debris removal, lift protection and deposits to settle before the team arrives.

居屋及資助出售單位(居屋)

居屋單位大多共用少數幾款標準而重複的則例,兩房或三房,圍繞一個緊湊的客飯廳。這種可預測性是一份禮物:收納和動線由第一次會面就可以開始規劃。難處在於結構。居屋有大量間牆屬承重牆,而廚房和浴室座落在大廈喉管立管所服務的位置,因此濕區很少能夠搬動。這裡的致勝之道是向上及在視覺上取勝:頂天立地的訂造衣櫃、把一幅非結構牆換成玻璃間隔以借光、公共區域鋪一款統一地板令單位看起來更大,以及用分層燈光取代單一天花燈。

公屋租住單位(公屋)

作為房屋署的租戶,規則更緊:改動只限於屋邨辦事處准許的範圍,結構改動完全免問,而對鄰居造成滋擾更可能危及租約。由於單位並非你所擁有,明智的洗費應放在耐用、易保養的飾面上,用得舒服,遷出時又走得乾淨。

私人屋苑單位

最靈活的類別,但你仍受大廈公契(DMC)約束,也受保護結構及共用設施的法例規管。你不能只因一幅結構牆位於你的單位之內,就把它拆掉。小型工程按小型工程監管制度進行;任何結構工程都需要認可人士(AP)及註冊結構工程師(RSE)。這一類正是好設計師值回票價的地方,因為自由是真實的,但限制往往靜靜地存在。

新樓收樓(新樓)

新樓是一個用來建設的起點,而非拆卸重來,工程比較接近執修多過裝修。發展商通常已經交付好地板、廚櫃、浴室潔具、門、基本電力及冷氣,而你的很多節省,正正來自你所保留的部分。第一件事並非設計,而是驗樓。在你動工蓋過之前,把每一處瑕疵(水漬、髮絲裂紋、卡頓的門、窗封)逐一記錄下來,因為在發展商的保修期內,這些都是發展商要負責修正的。之後,大部分新樓預算會集中在訂造傢俬(因為發展商的收納很少切合真實家庭的需要),以及重建廚房和入門玄關。

新樓大致節奏: 管理處文件手續 1–4 週 · 由取匙到首日開工 2–6 週 · 執修 8–12 週(全面翻新 12–20)· 加上入伙前 1–2 週的執漏清單處理。

村屋(村屋)

新界村屋是另一種動物:一間垂直的住宅,通常三層以樓梯相連,往往有天台,有時還有花園。這意味著比同一戶的大廈單位有更多面積、更多工種、更多協調,而且把防水和排水放進簡介的地基之中,而不是飾面上。 更多外牆表面加上香港的大雨,代表水有更多地方可以滲入,而水害會毀掉已完成的工程。村屋也缺乏全大廈的管理服務,因此各層之間的水壓、排水接駁及電力容量,都需要在開始時檢查清楚。重建走自己的一條路,在豁免尺寸限制之內,向地政處申請豁免證明書(Certificate of Exemption),而非屋宇署批准,而室內翻新則可能完全不需要任何批准。

幾乎每個香港住宅都共有的三件事

無論哪一種類型,有三個限制幾乎每次都出現:緊絀的樓面面積(因此收納和多功能要挑起大樑)、結構性間牆(在度尺時確認,絕不憑估),以及一套管理制度,開工時間、垃圾清運、升降機保護,以及開工前要繳付的按金。

Only if it is non-structural, and in HOS and public-housing flats a large share of internal walls are load-bearing. Cosmetic fitting-out inside existing wall and wet-area positions usually does not. Structural alterations, works to an external wall, and reinstating unauthorised building works can require an AP and a submission under the Minor Works Control System or a full Buildings Department approval.
